New Delhi (ABC Live):The Indian parliament is all set to meet for its Winter Session, 2011 of Fifteenth Lok Sabha and the 224th Session of the Rajya Sabha) is scheduled to commence on Tuesday, the 22nd of November, 2011.

The Winter Session, 2011 of Parliament (9th Session of Fifteenth Lok Sabha and the 224th Session of the Rajya Sabha) is scheduled to commence on Tuesday, the 22nd of November, 2011 and subject to exigencies of Government Business, the Session will conclude on Wednesday, the 21st   of December, 2011.  The Session will provide 21 sittings spread over a period of 30 days.  

 The Session will mainly be devoted to essential Government legislative and other business, including financial business relating to Supplementary Demands for Grants for the year 2011-12 in respect of General Budget and Railway Budget

 To finalise the Government Business for the Winter Session, 2011, Minister of Parliamentary Affairs took a meeting with the Secretaries/Senior Officers of the various Ministries/Departments on Monday, the 14th of November, 2011. 

The Minister of State in the Ministry of Parliamentary Affairs co-chaired the meeting. The following Business is likely to be taken up during the 9th Session of Fifteenth Lok Sabha and the 224th Session of the Rajya Sabha:-

I – Bills for Consideration and Passing

The Lokpal Bill, 2011

To enact the legislation relating to establishment of the institution of the Lokpal to enquire into allegations of corruption against public functionaries.

 

2.

The Public Interest Disclosure and Protection to Persons Making the Disclosures Bill, 2010.

 

To establish a mechanism to receive complaints relating to disclosure on any allegation of corruption or willful misuse of power or willful misuse of discretion against any public servant and to enquire or cause an inquiry into such disclosure and to provide adequate safeguards against victimization of the person making such complaint and for matters connected therewith and incidental thereto.

 

3.

The Judicial Standards and Accountability Bill, 2010.

To lay down judicial standards and establish a mechanism for dealing with complaints of misbehavior or incapacity of a Judge of the Supreme Court or a High Court and to make provisions for declaration of assets and liabilities by Judges.

4.

The Constitution (One Hundred and Fourteenth Amendment) Bill, 2010

To increase the age of retirement of the High Court Judges, Additional Judges or acting judges of High Courts by three years from 62 to 65.

5.

The Petroleum and Minerals Pipelines (Acquisition of Right to User in Land) Amendment Bill, 2010

To provide for prevention of pilferage and sabotage of crude petroleum products pipeline.

6.

The Academy of Scientific and Innovative Research Bill, 2011, as passed by Lok Sabha.

To establish the Academy of Scientific and Innovative Research, as an institution of National importance with powers to award degrees.

 

7.

The Seeds Bill, 2004.

To provide for regulating the quality of seeds for sale, import and export and to facilitate production and supply of seeds of quality and for matters connected therewith and incidental thereto

8.

The Constitution (One Hundred and Eleventh Amendment) Bill, 2009.

  1. (i)         To minimize the Government control over and interference in the working of cooperative societies so as to give them a genuine democratic and autonomous character;
  2. (ii)       to ensure timely conduct of elections, General body meetings and audit of cooperative societies; and
  3. (iii)      To professionalize the management of these institutions.

9.

The Pesticides Management Bill, 2008.

To effectively manage and regulate the sale, management import, export, distribution and use of pesticides.

10.

The Damodar Valley Corporation (Amendment) Bill, 2011

To reconstitute the Damodar Valley Corporation with four full time members, namely – Chairman, Member (Technical), Member (Finance), Member Secretary and six part time members – one representative from Central Government,   two representatives – one each from Government of Jharkhand and West Bengal, three independent experts – one is from field of irrigation, water supply and generation or transmission of electricity,

11.

The Chartered Accountants (Amendment) Bill, 2010.

To enable members of three institutes to form Limited Liability Partnership (LLP) firms in accordance with LLP 2008.

12.

The Cost and Works Accountants (Amendment) Bill, 2010.

To enable members of three institutes to   form Limited Liability Partnership (LLP) and also to   change the name of the institute and Act from the Cost and Works Accountants of India to the Cost and Management Accountants of India.

13.

The Company Secretaries (Amendment) Bill, 2010.

To incorporate Limited Liability Partnership (LLP) as vehicle for professional bodies.

14.

The Pension Fund Regulatory and Development Authority Bill, 2011

To establish a statutory Pension Fund Regulatory and Development Authority (PFRDA) to promote old age income security by establishing, developing and regulating pension funds and to protect interest of the subscribers to schemes of pension funds.

15.

The Life Insurance Corporation (Amendment) Bill, 2009.

To amend the Life Insurance Corporation Act, 1956, (i) to increase capital from 5 crore to 100 crore; (ii) to amend section 28 to modify surplus distribution from 95% to 90%.

16.

The New Delhi Municipal Council (Amendment) Bill, 2010.

To amend certain provisions of the New Delhi Municipal Council Act, 1994.

17.

The Central Educational Institutions (Reservation in Admission) Amendment Bill, 2010.

To amend the Central Educational Institutions (Reservation in Admission) Act, 2005.

18.

The Educational Tribunals Bill, 2010, as passed by Lok Sabha.

 

To provide for the establishment of educational tribunals for effective and expeditious adjudication of disputes involving teachers and other stakeholders and to adjudicate penalties for indulging in unfair practices in higher education and for matter connected therewith or incidental thereto.

19.

The Institute of Technology (Amendment) Bill, 2011, as passed by Lok Sabha.

 

To bring the eight new IITs within the ambit of the Institute of Technology Act.

20.

The National Institute of Technology (Amendment) Bill, 2011, as passed by Lok Sabha.

  1. (i)             To strengthen existingprovision of the Act;
  2. (ii)           To give representation nearly premier Central Institution in the BOGs;
  3. (iii)          To amend the procedure for appointment of Deputy Director; and
  4. (iv)          Inclusion of Indian Institutes of Science Education and Research in the NIT Act, 2007.

21.

The Architects (Amendment) Bill, 2010.

To bring clarity in the provisions of the act and removal of conflict between statutory bodies

22.

The Copyright (Amendment) Bill, 2010.

To provide protection to the copyright works in the digital environment, to protect the concerns of music and film industry, to protect the concerns of physically disabled persons and authors of any work to remove operational difficulties, to strengthen enforcement of right and to introduce some incidental changes.

23.

The National Institute of Mental Health and Neurosciences, Bangalore, Bill, 2010.

To declare the institution known as the National Institute of Mental Health and Neurosciences, Bangalore, to be an institution of national importance and to provide for its incorporation and matters connected therewith.

24.

The Prasar Bharati (Broadcasting Corporation of India) Amendment Bill, 2010.

To give effect to the recommendations of Group of Ministers on status of employees regarding transfer of employees to the Corporation.

25.

The Constitution (One Hundred and Eighth Amendment) Bill, 2010, as passed by Rajya Sabha.

To provide reservation for women in Lok Sabha and State Legislative Assemblies.

26.

The Marriage Laws (Amendment) Bill, 2010

To amend the Hindu Marriage Act, 1955 and Special Marriage Act, 1954.

27.

The Commercial Division of High Courts Bill, 2009, as passed by Lok Sabha.

To provide for the constitution of a Commercial Division in the High Courts for adjudication commercial disputes and for matters connected therewith or incidental thereto.

28.

The Constitution (One Hundred and Tenth Amendment) Bill, 2009.

To enhance reservation of women in Panchayati Raj Institutions.

29.

The Protection of Children from Sexual Offences Bill, 2011

To protect children from sexual abuse and exploitation.

30

The National Commission for Heritage Sites Bill, 2009.

To provide for an institutional mechanism that will take a holistic view of protection and preservation of heritage sites in the broadest possible conceptual framework and provide for a uniform legislative framework and practices in the country.

The Right of Children to Free and Compulsory Education (Amendment) Bill, 2010.

(a)Specific inclusion of “Child with disability” in the definition regarding “Child belonging to disadvantaged group” and enlarge the scope of disabilities. (b)

Amendment of provisions regarding School Management Committees in respect of “Aided Minority schools”.
